Envision Victor is guided by a wide variety of interested citizens, elected officials and local groups as well as three partner organizations: the City of Victor, Valley Associates for Responsible Development (VARD) and Teton Valley Trails and Pathways (TTVAP). An Advisory Committee made up of a diverse group of at-large citizens and representatives from the three partner organizations oversees Envision Victor with the assistance of a part-time project coordinator.
Envision Victor partners have undertaken a dynamic public outreach program and are engaging a wide cross-section of the community, including citizens, organizations and formal and informal social networks. The engagement process continues to explore Victor’s “heart and soul”—the core values, unique features, resources, special places and characteristics that, if lost, would fundamentally diminish the quality of community and sense of place. Project partners are listening carefully to all those who live, work and play in the community, especially those who are traditionally not involved in planning processes—among them seniors, youth, minorities, lower income families, recent arrivals and local business owners.
Envision Victor uses innovative outreach methods to discover community values and to assist the community in prioritizing actions. The project began with storytelling, which, in its broadest sense, brings to life residents’ experiences and their values including their shared heritage, sense of place, motivations and goals. As part of a community planning process, sharing stories can reveal important overlooked values and unresolved issues, while hearing each other’s stories builds the mutual understanding, trust and shared purpose necessary for taking action.
The City will use the themes and attributes that emerge from stories and discussions to inform a shared community vision, which will in turn be used to manage growth and navigate change. The project partners will identify and develop alternative planning and growth scenarios that reflect the community’s vision and values. They will then use input from residents, community groups and local businesses to evaluate development alternatives and aid in designing a downtown plan, a transportation plan and a capital improvement plan.
Envision Victor will answer questions such as the following: How will regulations, financial incentives, design guidelines and budgeting need to be changed in order to sustain Victor’s heart and soul? Who will take responsibility for each of the recommended actions, among public, private and nonprofit sectors? When will the actions occur? What resources are required?
The project partners expect implementation steps to occur over several years, and they have already seen noticeable successes since the project's commencement. The implementation plan includes a set of practices for the ongoing monitoring and evaluation of the community’s decisions over time.
